AN Echuca publican has reportedly been fined more than $20,000 for breaching public health orders.

The Pastoral Hotel announced last week that they would remain open in defiance of Victoria's public health orders.

Owner Trevor Andrews said via his Facebook that "With a CONSTITUTIONAL GUARANTEE OF 1946 SECTION 51.23a I am legally and lawfully allowed to operate my business without interference from any government authorities."

However Victoria Police confirmed on Wednesday night that a person had been penalised for breaching public health orders.
